The Hawaiʻi Department of Transportation (HDOT), Office of Civil Rights (OCR) and U.S. Small Business Administration (SBA) invite local small businesses to attend their statewide outreach for the Disadvantaged Business Enterprise (DBE) Application and Small Business Financing Workshop on April 11.
SBA will be doing a presentation on financing opportunities. They will share information on different types of loans that may be available for you to help achieve your goals.

A large part of the session is for small businesses that want to submit a new application to become certified with our DBE or Airport Concession Disadvantaged Business Enterprise (ACDBE) Program(s). DBE certification opens doors to new contracting opportunities, strengthens business credibility, and creates real pathways for small firms to grow in the public sector marketplace. Through this outreach, we want to help small businesses understand:
- What does the government buy
- What the DBE program is and who may qualify
- What documentation is needed for the application
- How to complete the application successfully and avoid common mistakes
- What happens after an application is submitted (review process and next steps)
We encourage small businesses – particularly those in the construction-related fields – to attend and learn about the DBE process and program requirements.
