Background
An Air Force Office of Scientific Research (AFOSR) grant has been awarded to the Maui Economic Development Board (MEDB). The award is intended to facilitate more effective adaptive optics (AO) and image post-processing basic research by enabling cross-organization team building to a larger extent than is now possible.
The role of the MEDB is to evaluate funding requests and act as the administrative agent for disbursement to researchers in AO and image post-processing. The MEDB is a nonprofit organization.
The Goal
The goal is to strengthen collegial interchanges and scientific cooperation between Air Force Research Laboratory (AFRL) in-house researchers, on-site contractors, university scientists, and small businesses, producing greater synergy and more effective research. Although these organizations have somewhat different purposes, they are conducting research for the improvement of AO and image post-processing. With a modest infusion of additional funding specifically to foster collegiality, cooperation, and information interchanges these efforts will be more synergistic.
Most of the organizations involved in AO and post-processing are not funded for this type of additional activity; they are funded explicitly to conduct specific research and to attend occasional scientific conferences. This proposal can help remove this limitation by providing funds for the direct purpose of enhancing cooperation and inducing synergism.
Award Period: FY05, FY06, and FY07
Proposal Submission Process
Submission of a one-page request for funding to the MEDB to cover travel and expense costs. The request must summarize the activity, people involved, organizations to be visited, and the expected beneficial outcomes. If approved, per diem and travel funds will be provided using the standard administrative procedures of the MEDB upon completion.
The primary traveler and/or the visited researcher will be required to submit a summary of the outcome of the visit, to be at least one paragraph but not to exceed a typewritten page in 12 point font. Mutually written submissions between participants not to exceed a page would be appropriate.

Grant Funds
Specifically, funds under this grant will provide travel and per diem funding primarily for academia and industry with an emphasis on small rather than large business. In rare cases small honorariums and meeting costs would be considered. Decisions about funds disbursement will be made by the two PIs of this grant. Government personnel are excluded from receiving these funds because of legalities and because sufficient funds are generally available for them.
